Report of the Working Group on the future of Finglas Child and Adolescent Centre
On 4th March 2008, the Government approved the development of new national children detention facilities on the existing State owned Oberstown campus at Lusk. The Government also approved the establishment of a Working Group to consider the future of the site and the future role for the Finglas Child and Adolescent Centre (FCAC) This detention school is the only one not located on the Oberstown campus at Lusk.
The Working Group has completed its work and presented its report to the Minister for Children & Youth Affairs. The Minister has decided to accept the Group's recommendations. This will involve the transfer of staff and services in Finglas to the Oberstown campus on a phased basis. The site in Finglas will then be returned to the Office of Public Works to determine its appropriate future use.

National Youth Justice Strategy 2008-2010
Read the National Youth Justice Strategy
The National Youth Justice Strategy 2008-2010 is based on the principles of the Children Act 2001, as amended, and the Government’s decision to reform the youth justice area. The strategy has been developed in consultation with stakeholders and includes a number of goals and targets to help measure progress and to assess where available resources should be targeted.
The five main high level goals of the strategy are:
- To provide leadership and build public confidence in the youth justice system.
- To work to reduce offending by diverting young people from offending behaviour.
- To promote the greater use of community sanctions and initiatives to deal with young people who offend.
- To provide a safe and secure environment for detained children which will assist their early re-integration into the community.
- To strengthen and develop information and data sources in the youth justice system to support more effective policies and services.
A National Youth Justice Oversight Group will be established by IYJS. This group will monitor and progress the implementation of the Strategy and will include representatives of key stakeholders involved in its implementation.

The Report on the Youth Justice Review
The Report on the Youth Justice Review looked at national and international practice and made a number of recommendations for organisational change. Important findings and recommendations included:
- The need for co-ordinated strategic leadership and youth justice policy
- The implementation of the provisions of the Children Act 2001 in relation to community sanctions, restorative justice conferencing and diversion projects
- The transfer of responsibility for residential and reformatory schools (now called children detention schools) from the Department of Education and Science to the Irish Youth Justice Service
